Abstract

This study aims to analyze public perceptions of four-wheeled vehicle parking fees at Pasar Kasih Naikoten, Kupang City. The research employed a qualitative approach with a case study method. Data were collected through observation, interviews, and documentation involving parking service users, parking attendants, and officials from the Department of Transportation. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, including data condensation, data display, and conclusion drawing. The study used the SERVQUAL dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy, as analytical indicators. The findings reveal that public perceptions of parking fees are strongly influenced by the quality of parking services received. The dimensions of tangibles, reliability, responsiveness, and empathy have not been optimally implemented, as reflected in the inconsistent distribution of parking tickets, incomplete use of official attributes by parking attendants, uneven service delivery, and varying responsiveness of attendants. Meanwhile, the assurance dimension was perceived relatively positively due to the presence of attendants who contributed to users’ sense of security. However, limited parking space remains a major challenge affecting service quality. Overall, the parking service at Pasar Kasih Naikoten has not fully met public expectations, resulting in perceptions that the current parking fee is not yet proportional to the quality of services provided.
